My question is can anyone point in the direction of someone who could represent me in this matter maybe a lawyer or attorney, or someone who knows the fire code and who can be clear and concise on what I need.

One piece of advice I never forgot is to never ever sign anything without a copy and without a lawyer looking at it first.

If someone doesn't pay their rent, then it can take over a year to evict them, and then I'd be left paying that mortgage and fees for a lawyer, etc.

you start with a realtor Lawyer is for when you have the deal tied up. 

Also contact the PM's lawyer and tell them you are not interested.

Talk with a real estate lawyer as this may work a little different in each state. 

There are a couple of things that come to mind, if a payment is missed the lender cares, if the servicer goes out of business or misses a substitution of trustee, the lender cares, if the borrower goes to the lender to try to get removed from the loan (usually to buy another house) the lender cares, if the property gets caught up in a bankruptcy or divorce, the court cares and that means the lender gets involved.

You'll also want a lawyer to draft up the docs for you and register your mortgage on title of the property being lent on along with the promissory note.  

I'm not a lawyer, but I've consumed about 1000 hours about Wholesaling both commercial & residential, and none of what they do requires a license.
