And up-front costs to deliver quality are not cheap. 

Again while they may legally be bound to an agreement, you are going to have to go through the court system to get them to abide by it, and that is not going to be easy or cheap.

It cannot hurt to provide it, and it is cheap - but mostly not necessary IMO

It's all about the location, you might be able to buy a cheap house, but if it's in an area with nothing but other cheap houses and in an area that is "not desirable" you're not going to make much money on it, either in improvements or rent.

Along with that you purchased at a decent price, cheap rates so your mortgage should not be expensive.
