So it's not an outright zero tolerance ban but described by the city council members as getting a reign on the unlicensed hotel operations and commercial activity in DC.  

Currently I am on MIBOR's Economic Community Development Council where we get to learn and help fund non-profit organizations that are improving our communities.

City Council has said they're going to amend and update the STR laws in 2024. 

Some of the information they have will be difficult to learn on your own without going through that experience.I would suggest going to investor meetings, city council meetings, rotary, church, anywhere you have a large amount of people who are involved in the community.

For what it's worth, the Brookings city council is currently STR friendly.

She is probably eligible for free legal council too.

I would keep tabs on the local council meetings and proposals and get in touch with the city leaders expressing your concerns.
