Water in Los Angeles is expensive and the rates go up if there is an ADU. 

That is more likely to happen with a blue-collar, middle-class worker than it is with a wealthy person.

They were so traumatized by it that years later at a restaurant they wouldn't pay an extra 30 cents for blue cheese salad dressing. 

Los Angeles's own numbers show that ADUs are not being built in high rent locations.
