No reason to hydro jet if they are replacing , backfill and bed the pipe is not a line iten , its putting sand around the pipe 6 inches and filling in the trench . 8 ft isnt that deep , still need a trehch box , but nothing out of the ordinary .

Dirt road wont cut it.. you will need at the very least gravel and depending on soil type you may need to put down big rock first like 3 inch then build a base of 1 inch minus on top of it so you dont sink.
