When speaking with lenders, make sure to ask about their seasoning requirements for cash out refinances. 

Many seasoned investors bolster their liability protection by using a layered approach.

Your going to have to wait to refinance after the work is completed to let the project season.

Season it for 6-12 months..then go for it.

Hello, would a multifamily property of 4 or more units in Stateline Nevada near Lake Tahoe be a good place to invest or is it too seasonal there?  

Tax season drives me crazy - I am going to get a tattoo of a K-1 on my behind !! 

If I'm in your shoes (which I was a few years ago) I would recommend attending at least 1-2 real estate meetups a month to start putting yourself out there and networking with other players in your market. 

Also Look at Jim Abbott the baseball player. 

Otherwise, bite the bullet and pay the real players in this area for what they provide (Buildium, Appfolio, RentManager, etc).

I would take season investtors out for dinner, buy them drinks if they would give me the opportunity to ask questions.
