This is obviously a safety issue for future renters so that no one has access to their home.

Razor cuts are really tough to get out and sometimes never come out. 

Some homeowners will just take the money and leave and then the city is stuck with a major ordinance and safety violation that they have to deal with.

Assuming the kitchen and bathroom in place are functional, complete, and absent health/safety hazards, certainly.
