@Andrew B.You can also get an endoscope inspection camera on amazon for like $20 to look inside the pvc for roots or just leaves and dirt.

You will generally see this outside of San Diego or Norfolk, because the family has roots down in a certain area and they don't want to move but the member has orders to go somewhere else.There is quite a bit to research here but one of the benefits of having a military tenant is that if they do not pay, you can contact their command and let them know, ESPECIALLY if they have a security clearance.

I also noticed a tree with roots that are butting up directly next to the foundation and siding of the house where I believe so far the water intrusion occurred.

If you buy property in one of the few areas that rely on a Torrens system of recording you can lose your title in a forgery because each Certificate of Title issued by the county is considered a root of title extinguishing any interests not shown on the Certificate.

Tree roots can be another source of cracks in a foundation.You mentioned it's an older house, in which case 5% might not be enough for ongoing repairs budget.
