Dirt work / grading / retention is a large variable, along with access and distance to city services- IF they are available.Driveways can be gravel, asphalt, or concrete.Landscaping, pools, playgrounds, rental room, office, etc.Tons and TONS of options can play with your numbers.

Even if they approved the Private road you have to either build with 7 inches of concrete and 24 foot wide road to county specs, or use 8.5 inches of Asphalt.

I literally drove thru the apartment complex in Memphis only to find 2 buildings were burned almost to the ground, the pavement was all but completely destroyed flowers were long gone and there was no trace of landscaping to be found.
