Because the house sits on cement blocks, not to mention the 1 bedroom addition is on 4x8 on edge, the center seam is showing plenty of water damage from leaks along, what I would guess, is nearly the entire center line.

An OOS investor that had a property in KC was saying on a bp thread about a month ago of a disgruntled maintenance worker of theirs poured cement down into the sewers of the property. 

I know it's different in other areas though.Also, obviously there are no inspections... so you don't know if there are appliances, whether the roof leaks, the AC works, they poured cement down the drains just to be a PITA, or what!  

Second question: Its a modular home on a brick foundation (I think on a cement slab) and is 1340 sf. 

With cement backed board and redgard underneath at a minimum. 

Also, the tenant trashed the place (He clogged the toilet and left a huge mess behind - I'm afraid he was using cement to do it).

Cement patios and porches to reduce mud/dirt brought into house.

There are certainly worse things than knowing good carpenters, plumbers, & cement guys. 

Work includes:- Obtain necessary permits- Remove concrete where needed for excavation- Excavate along the basement foundation wall and haul away soil- Remove the existing drain tile line and downspout line- Once the foundation wall has been exposed, cement parging will be used on any areas of foundation where the block isexposed.

If you're subbing out the tiling, who's putting in the cement board underlayment (CBU) surrounding the alcove (assuming it's an alcove bathtub)?
