Congrats for getting started at age 21 and I really wish you a lot of success, but I have bought my first rental property in Milwaukee 15 years ago and frankly, the market was much easier back then, I did not have the expense of a PM and cash flow was solid at about $200, but not amazing.

Such service would on your behalf appeal the property tax assessment (each year, if you wish), and if a reduction occurs, they take a percentage fee from the appeal to bill you.

I wish I had the cash to be able to purchase at foreclosure sales. 

Honestly I think that's a great move, and I wish I would have done it.
