I don't know what price point you are dealing with there, but here in the Chicago western suburbs we always run into income limits on the 4 units.

I do very well in terms of CoC in C/D properties in western Pennsylvania, but it is 100% a business, nothing passive about it, and once I hit my numbers I'll run as far away from fixing up and running local rentals as I can.
