When I was typing my last response I saw an ad on the side of the web page for Finance of America - Commercial.

Would welcome practical guideline, apart from what it says on the web page of the HA and Sec 8 etc. - to avoid any likely problem with Fair Housing or other laws or regs, while trying to weed out wrong kind of tenants who might be actually breaking the rules of the HA sometimes. or it should not be attempted?

Since it sounds like you  are very new to this let me suggest a few great assets that are available to you for free, at the top of the this webpage there is a tab labeled "education," inside that is a tab labeled "guides," from there you should start with the "Ultimate Beginners Guide". 

Then have your VA do the diligence to confirm ownership details.It's sorta a-holish scraping web pages, but it's legal, works, and is free.
