I went owner occupied either conventional or FHA.  3-5% down at the time you only had to live there 1 year and then you can move out or move on.

KC has some appreciation depending on the sub market and real estate cycle but is definitely a cash flow play market.

Many lenders, even small ones, don't offer HELOCs on rental properties like yours.

I set up LLC's on the secretary of state website for $50 and it takes about 10 minutes.
