It all started with civic activities, eclectic graffiti programs, libraries, parks and all the stuff intended to benefit the lives of the people who can no longer afford to live there, but instead live a little farther east from their jobs (down town) and in the same crappy neighborhoods they can afford to rent in.Point in case, you can deploy negative strategies like trying to get property taxes increased and other dissincentives to remove the riff raff in addition to the positive things you may be considering.

You might want to post an introduction in the New Member Intro forum.I split your post into its own thread, rather than tag along on an old one that was only somewhat related to your questions.The state P&S contract is always a good starting point.You would do the transaction with a title company or attorney (whichever does closings in FL, I'm not sure.)

A few tips..You can tag people by typing @ before you type their name, then clicking their name when it pops up at the bottom of the message box.

Normally down here standard inspection covers the standard stuff- structures, plumbing, electrical, appliances etc...and sometimes they would tag on a pest control which typically looks for termites in the attic and around the fascia on the exterior.
