In the view of many clients working with contractors to them the job is not started if they do not see people working on the project but contractors spend a lot of time talking with architects, running down to their local building department to consult with authorities and knowing about permit requirement etc, and it is true that contractors do spend a lot of time just putting together a take off simply in order to put a bid together, however, unless a client agrees to pay for that bid or estimate its on the contractor to take that on as the cost of doing business and this is one reason so few contractors still offer to provide someone with a free estimate. 

Usually, the company is on the lease not the individuals and your electronic payment comes from their finance department. 

I haven't really looked into the planning department for that area, but I will, now that you brought that important point up.

But there aren't if little outlet's to this department in real estate.

The problem with the Northern Neck is that there isn't much work outside of the Sheriff's Department, farming and the Omega fish oil plant in Reedville.

You can find commercial departments at local banks and credit unions as well.

I'm not familiar with Michigan department of buildings and getting approvals as well as commercial appraisals.

If you really want it fixed, call the buildings department.
