You just need to understand HOW the system is designed, and then determine if it is more cost effective to change the overall configuration, or simply mitigate potential abuses and simple inefficiency.If you are paying the heat, you better ensure you have adequate insulation, weatherstripping, and storm windows.

This is very helpful to me in considering this property.I think right now the best route is buying the property at a price which accomodates a budget for converting to forced air.The reason I say this is the one furnance/electric in the upper configuration creates several problems that make managing this as a rental not as smooth as I want: 1) My understanding is that electric heat is more expensive.

If lenders won't lend on it because of the configuration, ask for seller financing as every buyer will have this problem.I also don't recommend pulling permits and shifting stuff around until you are very familiar with your municipality's zoning enforcement and general attitude toward the building.
