In the grand scheme of things I could just make these improvements, but I'm not really interested in making improvements and then having bums who only care about the cheapest price come into my property.

I think the point your missing is that those companies BUY the product then resell it .. 95% of wholesalers say they are going to buy it to induce a seller into a contract and then dont.. white lie..

My experience in year 1 has been 10-15% as a lot of poor quality tenants were in place at the properties I purchased and we have intentionally induced high turnover to clean house through evictions and rent raises, improving each of the units during the turnover.

Knowingly hiding the transfer from the lender to induce them to continue allowing the new person to make payments at the lower rate to a borrower that was not part of the original contract could technically be considered mortgage fraud, so simply be careful that you're not doing anything shady.
