These are older homes (pre 1970) so you can eliminate the lead paint issue by only working on post 1978 construction (this eliminates a good chunk of your options).Based on what I have observed in the business, most rehabs are not tested for lead or asbestos and most do not pull permits.

@Bruce Kozak I do not do this personally, but know someone who charges a fee of $12.50 per adult for water, with a provision in the lease that says any leaks reasonably observable by the tenant must be reported within 1 day or there will be a charge for the additional water use from that month's bill.

Unfortunately, it is very hard to understand a large vast city like Philadelphia without first hand knowledge so some of your observations are common misunderstandings.First, 2642 Lehigh is indeed a real address (if interested you may speak to the owner we manage the property for) but being .5 miles from Temple university it is NOT close.

I'm familiar with the idea of visiting a property and getting a 'feel' for the neighborhood types, but how can you back that up with hard data, or at the very least, concrete observations?
