The process should be specifically spelled out in your lease.  

Nothing pressing about the repairs but it cleans the place up and my tenants are happy their landlord is doing something, as are the neighbors : )  Appreciation smells and spells like speculation to me.

And the lease should spell out what happens if the utility goes unpaid.

Perhaps it is spelled differently?

Like @Joe Fairless said, you should look at your lease and make sure that it spells out what areas are being leased by the tenant.
