If you are doing dark flooring, might match a dark countertop and use white on the cabinets. 

Plan accordingly with detailed leases on parties, number of occupants, no smoking,  quiet hours, etc. so it doesn't degenerate into a frat house.

The only other idea if the ozone machine doesn't work that I can think of is calling a water damage / smoke damage restoration type company. 

My team and I are working on a mid 70s 150 unit apartment rehab and our hallways smell like must and old smoke due to limited/low airflow in the 4 feet wide by 200 feet long enclosed hallways.

Additionally, each unit has to have the new 10 yr smoke detectors per state law.

I would at a minimum install smoke/CO2 detectors and provide fire extinguishers as appropriate.

One of the tenants has been in the unit for a decade and has been smoking in their unit.

Liquor stores, smoke shops, check cashing places, pawn shops, doughnut shops, cheap motels.

Blanket mass mailing is just shooting in the dark hoping something bites!
