The two other methods I am aware of are installing a motorized main damper to direct flow to the area calling for it and hydronic boilers driving several remote air handlers.

Month to month leases are not short term leases, usually they are 1 year leases that are transitioned into moth to month when the lease term expires thus making this completely different from Air BnB style rentals

Like upgraded electrical, heating, ventilating, air conditioning, plumbing, ADA, etc...Where this comes into play is if say a tenant of one apartment unit sets his unit on fire, burns it up and now you have to go in to rebuild his unit.
