I like to keep in mind all these builders that are doing new builds for rental property buyers they cant put anymore into the homes and make the numbers work than they are doing basically they have to build to minimum UBC codes and beat the crap out of sub pricing so you get what you pay for no doubt.. 

There are basically 2 ways to bill doing service work , strictly by the hour , and then a flat rate .

You could be below market to the "average" unit in the zip code but if you're in the glide path of the airport with jets are taking off every 5 minutes, the Taco Bell parking lot lights shine right in the windows, freeway exit is two houses away, a busy fire station is nearby with sirens all night long, etc then the price may still be too high.Are there any safety issues that could be helped with lights, cameras, etc?

These are professionals with additional training and a stricter code of ethics.

Whiskey is not as strict as bourbon but I believe that  "NEW" Oak barrel requirement is the same.

I lived in Indianapolis I would like to move some day to North Carolina any recommendations of the best cities to invest or zip codes.

They're just going to fix stuff, that either didn't meet local code, or missed their "standard" building practice. 

So check the landlord tenant code where you are to make sure you comply.Good luck
