It happens here when the court dismisses a case for inactivity, then the bank comes back with some "justification" as to why it shouldn't have been dismissed.

Also, create a clause in your rental agreement that states the tenant agrees to pay for any fine or charge that the HOA levies against the property owner as a result of action or inaction of the tenant or their invitee.
