A couple of years back I was first in line to pick up a completely gutted house (not fire damage - just foreclosed after the demo part of a complete re-architecture) for $100K in a $400K neighborhood.

Where I am you have to have a permit to do any kind of demo due, even minor, due to air quality control issues.

You can give them a summary of "budgetary estimates": just the high level phases (demo & site prep, foundation, etc).  

A typical sequence of inspections for a rehab/remodelling situation would be:Do any demo, framing, and rough work.
