What to do after terminating a contractor

I just started my first rehab using a 203k/streamline loan. After 30 days of excuses why contractor can’t start, no clear schedule, minimal communication and ultimately minimal results, I fired him. Currently I paid him his first draw of 30% of total project and his work is clearly not even close (inspection from lender still pending to confirm). I’m not sure where to continue from here, mainly regarding permit and finish work from plumber and electrician. From here do I have to obtain a permit, either myself or another contractor, in order to close walls to continue? And I’m not sure when the plumber needs to get permit pulled, before or after he finishes installation, given the plumber is already done with rough.

After 30 days:

-Contractor says he cannot close walls because his permit is pending, so it doesn’t sound like there is a permit yet. Incomplete demo: removed cabinets from wall, remove couple soffits, and broke a soffit in bathroom w/o finishing or cleaning up.

-electrician completed rough wiring and installed 4 can lights, span of 2 wks. Inspection complete after rough work. I checked online and shows pulled permit.

-plumber completed rough in 2 days, replace water heater. No permit found from research.

I understand there is a learning curve and I’m making some mistakes. I welcome any thoughts and suggestions. Thanks!
