I would personally look into whether you can require them to complete an information packet on their “service animal” that includes picture, name, veterinary records, training records, HIPAA release forms for their doctor and employer that allow them to talk to you regarding their “service animal” and/or the alleged disability that requires said “service animal”, and any other relevant information regarding said animal.
