Day 1 you are bound by those, and hopefully have met the tenants already to understand any issues they are already having: toilet slow to flush, heat intermittently working, etc.

So you call the utility provider and have them test the meter. 99% of the time, the meter is fine and the issue is that excess water was used.The biggest culprit is a running toilet or one that flushes constantly.

If a toilet is clogged because the tenants child threw a shoe down there (or an older female child flushed a feminine hygiene product that clogged the system) the tenant becomes responsible for this repair.
