How can i transfer the house title  of where my parents  are currently living to my name or their's if the owner is in Mexico ?

Im looking to get a 80k loan for a vacation home in ruidoso New Mexico, currently found a private lender at 10%, any chance I could improve that rate, I  willl be putting 20k to 30k down.Thank you.
