Make the offer with a stipulation of her living there with her holding the financing, assuming its free & clear.If you can purchase it at a very 'reasonable' price you could afford a higher enticing interest rate so she has an income stream not subject to the need to manage/maintain the property & collect rents.We had a nice 7 acre property (with a run down home) go similar to this.

The $25k entry point was very enticing, but the actual number appears to be greater than that (deferred maint.), and the cash flow would most likely not be what I desire until a turnaround.

Think about it from a renters point of view if you are looking for a place and all of the places are the same but this one place allows you to save an entire months rent, that is what entices most of the renters to your unit.

He did this as an enticement, as I never wanted to leave NYC.I made the move; he didn’t pay.I changed my tune as I entered my 30s in 2011, got married, kid, etc, and I do not miss living in Manhattan.I ended up paying my own down payment, no complaints, except that he reneged.

I get what you're saying, but if a town was marketing themselves as a TID and trying to entice development, you would think that a developer wouldn't have to deal with as many hurdles.
