Hey there @Xingcai Wu -  I am in Chicago and I am not familiar with court based rental programs. 

You can file a claim in small claims court.

A building is expected to have a functional roof for example and it will not give you value vs other properties who also have a functional roof. 

I have already filed a formal complaint with the Contractors State License Board (CSLB) regarding this matter.Given the circumstances, I am seeking your advice on whether pursuing action in small claims court would be a recommended course of action. 

My understanding is if already under contract and through contingencies, you can petition probate court to allow completion of sale.

In my state after the court and estate nominate a personal representative to administer the estate the court issues them letters of authority.

I'm now courting builders for plans and estimates, narrowing down to few I've shortlisted. 

Then when you go to court if they don’t pay you have proof they’ve been informed of the problem.
