Privacy law, combined with different financial lending practices, make compiling such lists difficult and the practice of selling the information illegal in many instances.   

A compilation of experiences had. 

They compile everything and match the street address with the tax records - so you know the debtor name, amount owed, tax appraised value, etc.

You can find them in some foreclosures, some defaulted property tax sales, and directly by compiling lists from the probate courthouse in downtown LA.

I've been looking for a list of vacant properties but have had no luck, I talked to my mail man and went to post office and the won't give out that info so went to the property  appraiser and they don't compile that kind of info.

If you're going to use a third party company for tenant screening data they have to be FCRA compliant, which primarily revolves around how the data is compiled and dispute resolution, but there are compliance issues as well.None of these really cheap background providers are legal for these purpose, and they usually state it in their terms and conditions.
