That is unfortunate, in most places it is illegal for a landlord to cut off utilities, so I'd start there with the immediate concerns, best bet for her long term is to find reliable roommates that will help offset the rent cost a lot, nobody can offer specific suggestions or help because we don't know where this is with available info this could be CA, OH, UK, EU we just don't know.
