Was thinking of moving the Duplex to an LLC through a quit Claim, but  not sure that will enhance my buying ability. 

The claim he makes is he’ll refund you the money if you don’t make it back in x amount of days.

I want to know if I buy a four plex under an FHA, claiming that one of the units will be my primary residence, can I move somebody into the unit I claim as my residence and collect rent from them without issue? 

Specifically, anything indicating that the lease is completed and both sides have no claims or issues with each other.

In that sitatuation your father would have to claim the fee as income and it would be depreciable, I don't think.

Maybe at $10k it would be worth pursuing in small claims court.    

My sister had my parents' house passed down to her in a quick claim deed, which is also fully paid off Zestimate ~$420K, but she does have some "good debt", roof/windows for house $50K and car payments for her car and my mother's $25K= total debt $75K.

Rarely does it make sense to file a claim where a monetary collection objective exists unless there's insurance proceeds potentially waiting for you at the end of the tunnel.
