Rates would have to drop a lot to reduce your payment hundreds of dollars after only a year.

I believe it's worth putting in that effort because these are long term investments with tens to hundreds of thousands of dollars invested. 

I’ve been a developer for 17 years and we have worked in hundreds of municipalities  in CA. 

Can you invest the money in something better without paying hundreds of thousands in taxes?
