I see it is pretty difficult to do it in the DC market because the market rent does not reach to the point where they would cover mortgage monthly payments in its entirety and all other expenses as reserves after the cash out refi at 70-80% LTV.

If I were in your position, I would also pressure the seller to replace it in its entirety (or put the money in escrow); you have a guarantee that it’s not broken, blocked, or damaged and you don’t have to pay out of pocket.
