It just means they are re configuring. 

Software will have built in automation for followups (for both PM & tenants), email, text, robo-call feature, accounting module, maintenance request & history, configuration of rent collection & due dates, amortization schedule, insurance, cashflow etc. 

a small holding tank and or circulating pump may work not sure given your configuration.

@Christian Nachtrieb it is really difficult to get an idea of the layout from your current photos. 450 sqft is not a lot of space, so in order for someone to see how they could configure that, I'd recommend adding in a floor plan drawing.
