this is critical that those offended let the regulators know whats going on.have you contacted one of the investigative journalist at the business journal in Indy... with your documentation of what you paid pictures of a non rehabbed house etc.. this is the type of story they can bite their teeth into and then when it makes it to the papers the authorities are really put on the spot to act. 

Generally if you follow news outlets such as the Economist, Wall Street Journal or here in Austin we use the Austin business journal.

There are times, dealing with truly just bad people, that makes me wonder why I do this to begin with.I always go back to my "why", listen to motivational audio book, or journal about my struggles.

I would advise sitting down and trying to write a journal of every interaction you have had with the landlord to date, and update it as things move forward.
