My mom worked for the dreaded IRS for 30 years (and knew most of the IRS agents that had a plane run into their building in Austin recently) and doesn't pretend to scratch the surface of understanding the tax code.I would be all of drastically simplifying it so that I don't have to play all of the silly little games to hide income and reduce taxes.

You generally have to own the property or control it (options are not good enough in many places) before you can ask for planing and zoning approvals, so that means you have money out and it's not earning a dime.
