You would not tell a Diamond Reseller that they were sociopathic because they bought a diamond mine and pulled out the diamonds.

There probably is going to be several markets you come across that will fit your metrics so don't spend too much time looking for a diamond in the rough.

If you are looking for local groups, check out Black Diamond and Mass Landlords.  

But if you got a diamond in the rough... best to jump on it. 

Obviously if the trend is moving up, you may have a diamond that can cash flow, while waiting for appreciation. 

The upside potential for this park seems like it could be great, but I am unsure how to evaluate if the community is a failing community and there is not much chance of filling the park, or if is a diamond in the rough?

Maybe nobody else sees how to add value to a property, but since you are touring properties every day, you might catch a diamond in the rough.That being said, do NOT limit yourself to the MLS.
