I suspect your getting  a No money down owner finance becasue the owner knows exactly whats up.and is laying off it major cap ex on a couple of newer investorsI would make sure it you had to replace the roof and flat roofs are a bear I would think especially in snow country.. if you don't plan for it you could find yourself upside down.and thats a good though even though you dont have any personal exposure.. seems like it could be a major time suck.and for sure you dont want to refi out unless that thing is totally fixed then your putting your credit on the line and maybe PG's as well.sometimes no money down owner finance you will find that as i state are really not that great of deal your simply buying into major issues.

Fairfax and PG not so much.

I know some people who are working the PG county, Frederick, and Fort Washington markets.

PG County really seems to be a good place to invest.

It's a slower process building your business credit reports for non PG credit.

But if you look hard enough you get a surprise like PG county police have maps with lots of filters and tools (maps at bottom of page @ pgc.gov/crimemaps )I think quite a few area police departments have twitter and facebook feeds.

PG County and DC are the 2 locations in the metro area where the most flipping occurs. 

I don't think I'll find them in Montgomery county for example, and at first glance PG doesn't seem better than the neighborhoods in Baltimore I'd invest in.

Note:  Prefer to have these contacts in the Charles County area but willing to go to PG or Baltimore County.
