Many methods will not return that original investment any time soon.. it will be out there working for you, but could cease to be liquid for long periods of time.So visualize your money going into each of the methods you have mentioned and tell me what you would see playing out over the next year or so.

Needed paint throughout, every faucet and toilet replaced, new stainless appliances, total exterior face lift, new hotwater heater, new textured laminate flooring, crawlspace treatment, and over all attention to derrered maintenance.

No wear to speak of visually.

I think the thoughtless decorating and the mixed message between the modern wall and rustic mantle are causing some major visual confusion right now, too. 

Don't completely waive it forever because that could lead to discrimination cases.Never give special treatment to any tenants.

I have a potential tenant that has listed a treatment center as a former living situation (he was there for 18months prior to the existing 18 months somewhere else). 

Very compilated to visualize this and best you work with some local contractors.
