You can get great steady numbers in smaller rural markets if you know what you are doing...or some of the cities...drugs and crime are sadly everywhere these days...but the midwest and north (outside of slum cities) tend to have people with better values.

Yes there is crime in the area yes there is drugs and yes there is prostitution but those exist in other areas. 

He may possible be dealing drugs as he seems to behave like he is a drug user and I have had people tell me he is dangerous and a dealer.
