I would ask the lender you applied with to disclose how they calculated your DTI... sometimes they fail to add back in depreciation or deduct costs from your schedule E like tenant turnover, improvements, etc. that shouldn't be included in the DTI calculation. 

Robert,Its a good rule in theory but its not a fail safe. 

If the tenant fails to do the work, or does it improperly, you have already paid them with the rent reduction.

I am lucky that my wife knows people that have successfully started and some that have failed doing this.

Tell them that if they fail to meet the deadline, you will hire someone to clean up after them and they will be charged.5.
