As for the paperwork, you can find generic promissory notes online ; however, I would make sure to consult with an attorney prior to selling any mobile homes on notes to make sure that you comply with the Safe Act.

Even if your son is planning to show/lease/manage them for you...you'll want him to have a local contact to make sure he's complying with city regulations and/or WV regulations!

Then you'd need to pursue a court action to compel them to comply either through eviction for the lease violation (failure to provide access), or a specific court order awarding access which then the police will enforce since they have a court order.

I would think they in theory would encourage this but know that the wealthy generally own the RE in SF and would likely lobby against the "forcing" of landlords to comply to policies increasing density in their properties.2) For what @Bruce Woodruff mentions above.
