You cannot legally get permits for a house you are not occupying as a primary residence.Per sqft pricing is inaccurate and useless for broad spectrum renovations on houses of that age.

I should make sure the point is clear that they were willing to include the rents on the property I was buying, which means- no seasoning period.This was on a conventional loan that would be sold to one of the agencies, so it's even in the conservative end of the spectrum.

The very southwest corner of EC (Roxana) has some nice houses.On the other end of the spectrum, I drove the southeast quarter of EC the other day and I wouldn't invest there personally (yet).
