The biggest factor that will disqualify your property from a tier 1 coverage is aluminum wiring.

Updates to bathrooms, kitchens, new roof, landscaping, tuckpoint, new concrete laid around the building, window replacement, aluminum caps on all windows and doors, door replacement, and completed basement finishing.

@John Underwood leave a roll of extra wide aluminum foil and some clean release painters tape. 

What ever it is it will be shorter than a similar property in a south eastern state.

The original aluminum windows were freezing and leaky.  

Also check if the wiring is aluminum, I'm not saying don't buy an aluminum wired house but I don't like the idea of my rental properties burning down and if you can avoid it I would unless the deal is sweet enough.
