An Architect/Engineer may be necessary anyway to get it constructed.    

@Daniel Nguyen You could always have several structural engineers look at the property to quote on the estimated cost of repairs.

@Rich Hupper I’m not too knowledgeable about what the bank might require, but as part of your due diligence you would probably engage an environmental/engineering firm to conduct a Phase 1 environmental study.

Some markets are high-end and expect high-end finishes but most markets are looking for something that works and is sturdy; looks are less important.

As for myself, I am currently an engineer, with a little less experience in home repair, but have done my fair share.

For drawings-$2000-$3000 for drawings, not including structural from an engineer.  

It's really old and was not put in by the current owners so I don't believe its an intentional cover up.The inspector says the foundation doesn't make him nervous, but of course that's one person's opinion and people do miss things.Considering having a structural engineer take a look as ripping out the floors in the basement is out of the question.Any thoughts or suggestions?
