Even if you get new cabinets, I still recommend lining the bottom of the sink base with FRP paneling, and come up the sides and back about 4 inches, silicone the seams well... this will prevent water damage in the future.

I have family/friends in that immediate area of those two area's and one piece of advice, sacramento tends to have a lot of crappy tenant's and do not care for rental properties.Yes people from the BayArea Silicon Valley are moving out that way, but keep in mind the type of tentant's you'll deal with.Elk Grove tends to be a bit better. 

It's also harder to find investment property HELOCs and terms have worsened for borrowers because of incidents like Silicon Valley Bank and Signature Bank failing which makes the market nervous.
