Everything cleaned, hard floors swept or mopped, carpets professionally cleaned, appliances cleaned inside and out, windows washed, sills / trim / baseboard / counters / other flat surfaces dusted, all light bulbs operational, etc. 

Those are clearly damage as the surface material on that formica counter is peeled or rubbed through.

It’s there on the surface, but much like the little angel on a cartoon character’s shoulder, it gets pulled down by the little devil on the other shoulder.

No carpet, solid surface counter tops, Semi Gloss painted walls to name a few.

Tell tenant frankly that pet smells and you are concerned about getting complaints from other tenants (as if you haven't yet) and clean up costs for pet odor permeating walls/surfaces/floors etc. -- which you want to avoid to avoid having to deduct security deposit charges (or increase security deposits next time around in order to pay for pet cleaning/deodorizing).

A few examples that have been surfacing regularly across many states- Crazy late night parties from STR tenants... the landlord is liable and can be fined or worse, depending on the location and severity.

This may not be a big deal or it could be, but I would not know what all repairs need to be done other than what I see on the surface and where to get ideas for the upgrade design for a fixer upper. 

Also if you put in hard surface floors you can require that the tenant have a % coverage with area rugs like condos do. 

I do most of the work myself - not only to save money but to just get on with it; trades in our market are booked out 8 weeks or longer and they may not show up after you've waited for them - if a better paying gig surfaces in the interium.
